I have a single-pole light switch that I want to replace with a motion-detecting occupancy light. It is a Leviton Motion Sensor, # IPS02.
When I removed the old switch, I noticed that the switch only had two black wires connected to it, plus the ground. When I hooked up the wires to the new switch, it didn't function. Do I just need to switch the wire locations on the new switch? Or am I missing something here…
Depending on the device you're installing, the installation can be a bit different. Consult the installation guide that came with the device, to determine the proper wiring.
I've randomly selected installation guides from a couple available devices, and I'll show the differences. Keep in mind that your device may vary, and you should consult the documentation with your device.

Which seems very straight forward.
The Leviton Installation Guide, shows a bit more complicated diagram.
They even provide a troubleshooting section, to help you get the thing working correctly.
NOTE:
This is just a small sample of the available devices, consult the documentation that came with the specific device you are trying to install for proper installation instructions.
The first step is to read through the user's guide, and make sure it's not in a "test" mode. If after reading the manual it still wasn't working, I'd exchange it for a different unit.
If the new unit didn't work, I'd either try a different brand/model, or forget about using an occupancy sensor.

According to the documentation for the switch you're using, a grounded (neutral) conductor is not required. The wiring diagram for your device looks like this
If your device isn't working, it's possible that you've reversed the wires. Make sure the black wire from the switch is connected to the line wire, and the red wire is connected to the load wire.
If the switch still does not function, verify that the grounding conductor is solidly connected, and that the ground is good.
If the switch still does not function, the device may be defective and need to be replaced.
