I'm trying to drill two pieces of wood similar to the angled pieces marked in blue. However, I'm not sure how to clamp these and can't drill them straight without the wood slipping. What's the best way to join them?

If you can obtain a hand-saw (e.g. tenon-saw/back-saw), some sandpaper and some wood glue, you can make lap-joints. I find they are the easiest way for me to make rigid joints in wood.
To join wood the other way, for a strong joint I'd try a simple finger joint (box joint)

I find jigsaws are a good way to make wobbly uneven cuts in sheets of wood. Maybe that's just me. Chewing through wood with your bare teeth is not much worse. A back-saw and a miter-box might be more useful to you if you can obtain them.
Hitting something super-hard means don't drill there.
Normally pipes and electrical cables are run far from the edge and close to the center of studs. This is so you can safely drill 1-1/2" onto any wall's skin surface to install screws, anchors, etc.
When it is necessary to place electrical wires or pipes just under the skin surface, they are required to put steel plates there as guards, to prevent someone from drilling onto the pipe or electrical wire.
The idea is the person drilling will hit an unexpectedly hard surface, and think "this is probably one of those".

As the diagram mentions "pocket screws" you typically drill those type of holes using a pocket hole jig. Here is one of the more popular ones, available from various outlets: Kreg Pocket Hole jig https://www.homedepot.com/p/Kreg-Jig-Pocket-Hole-System-R3/202269070
You can clamp the jig to the material and it holds the drill bits at the proper angles to easily drill the holes where you want them.
