Learn English – “to not do that” or “not to do that”

Neither of the given examples is actually correct (they are both ungrammatical in modern English). The phrase should be either:

Why did you not drink that juice?

or

Why didn't you drink that juice?

The first one ("did you not") is the more formal of the two; the contracted form ("didn't you") is much more likely to be heard in conversation.

Close, the following would probably be the best way to phrase it.

You are asking a person not to do something:

I asked you not to advertise here

Or alternately:

I asked people not to advertise here

I asked everyone to not advertise here

The last example wouldn't technically be wrong, but the former two flow better.
