There is a related word, scapegoat, which means:

From this word, we have the word scapegoater, which means:

While scapegoat is fairly common in the vernacular, I think scapegoater is a less common word. However, it fits what you are looking for.

It's known by various terms, though the one I've heard used most often is bullet time. There are other names listed there - frozen moment, dead time, flow motion. It's even used in adverts on TV, these days.
