[Ethereum] ny ETH wallet without transaction fees

I have 2 questions to ask here:
First is there any ETH wallet that doesnt charge transaction fees?
Second, currently I using Jaxx wallet, I have 1 ETH in my account. If i want to send 1 ETH out, is it possible? Or do I need to purchase more ETH to cover the transaction fees?

I don't think it's possible NOT to have any transaction fees. Like centralized apps (paypal, etc.) you need transaction fees to cover for maintenance for their servers. With Ethereum and other blockchain and decentralized application you need these fees to give out to those "miners" who compute the next blockchain (think of it as a tip). But compared to centralized apps the fees for ETH differs you can either lower it or to make it higher to make your transaction faster.

As for your second question. I think you need to purchase more ETH coins just to cover for the transaction fee.

You cannot send the entire balance because the fees are deducted from your account's balance, not from the value being sent. To sweep an account you need to send balance-gas*price ETH as the value, and also manually set the gas and gasPrice to ensure that you exactly zero your account.

E.g. If you have 5ETH and want to sweep it:

A plain account-to-account transaction costs 21000 gas
The current minimum gas price in the network is 20 GWei
Set value to 5ETH - 21000*20GWei = 5ETH - 42K GWei = 4.999958ETH

According to the solidity docs, I don't think your first request is possible. In fact, the docs recommend switching to a withdraw scheme:

Warning: There are some dangers in using send: The transfer fails if the call stack depth is at 1024 (this can
always be forced by the caller) and it also fails if the recipient runs out of gas. So in order to make safe Ether
transfers, always check the return value of send or even better: Use a pattern where the recipient withdraws the
money.

After switching to a withdrawal pattern, you can simply use web3.eth.estimateGas().
