So, yes. I'm using blinkers when turning right or left in the road, just like what I should do IRL.
I just want to ask if there're any events that may occur if I don't use them, like problems in driving, penalties in delivery, etc.

The "bright headlights" are actually the main headlights. The dimmer lights are simply parking lights, and I believe the infraction you got will have been from using these rather than the real full headlights.
If it's dark and your vehicle is moving, you should have (at least) the low beam lights on.
The game has four "lighting levels":
- parking lights
- low beam
- high beam
- beacon
You can see which of these is active by pressing F4.
You switch between 1 and 2 by using the L key, 3 is toggled using K and 4 is toggled using O. I'm not sure what 4 does, it doesn't seem to have an immediately visible effect. When you have the high-beam on, many of the cabs have an indicator on the dashboard for this.

Keep your headlights on at night, just as other vehicles do.
I figured it out! Actually it was using NVIDIA graphics card (GPU 1). The reason it was not shown in task manager was because the game was minimized at that time. I minimized the game to check performance in task manager, hence it was not shown at that time.
How did I know it using GPU 1 when game is not minimized? :
I pressed Shift Key 5 times accidently, and it minimized game as Sticky Keys notification appeared. While this my task manager was already open and for 1-2 seconds I observed GPU 1 - 3D written against Euro Truck game! It was just vanishing!

From what i have found they do have an influence although not a very strong one on traffic as follows, btw this was done through my own testing which i can produce video for if needed.
I know it is a shame that indicators don't work how they should but if you do a search you can find several "realistic" indicator mods to improve this.
