I was in Sanctuary and wanted to build Anarchy stacks, but found that the host had not picked up the Rock, Paper, Genocide missions line, so the target dummy was unavailable. I found that, instead, I could sustainably build Anarchy stacks by shooting the stereo or piano in Moxxi's bar, but it is further away from any ammo vendor than the target dummy is.
In Sanctuary, is there any more efficient way to build Anarchy stacks than by shooting the stereo or piano if the target dummy is unavailable?
The "Sugar Daddy" achievement unlocks at $10,000 cumulatively donated. You can exit the game without saving to keep the achievement and your money.
Moxxi hands over two guns (and variants whereof):
The Bad Touch triggers between 5k and 20k, and the Good Touch between 10k and 50k (when tipping in $1000 increments). This amount could be random—reports are inconclusive.
You can return to (or reload) Sanctuary for more Good Touches, but reportedly, there is only one Bad Touch per playthrough. The variants (e.g., "Guileless" and "Impetuous") tend to have lower stats. The guns' level reqs scale to your story progress. You can always restart your game from the last save if you don't like your results.
Optimizing Zer0's talents for melee damage is somewhat trivial. Just greedily spend points on talents based on the amount of damage boost.

I haven't actually played this, so... here's some advice or things to watch for if you try it:
If you find you can't stack Rising Sh0t, move those points to Headsh0t and Like the Wind.
If you find you can't get behind enemies (solo play might be tough to do this), move the points out of Ambush and Backstab.
If you find out that your melee damage is ok, but you need more Deception, or survivability... go for those talents that support that. Start by removing points from Ir0n hand (smallest bonus on the list).
If you find that you crit all the time, move points out of Ir0n hand into Headsh0t.

You can use the surgery patient in Dr. Zed's office if you have not yet accepted the mission "Do no Harm." As long as you do not touch this mission, the surgery patient can be shot and will let you gain stacks indefinitely.
Given that you asked in the context of a host that has not yet done the Rock, Paper, Genocide missions, there is a good chance they have not done this Zed quest either, thus leaving the surgery patient available for building stacks.
For an extra bonus, there is an ammo machine just outside the door to Zed's office.
