Borderlands – Why did Hyperion stop bombing Sanctuary

In the mission Bright Lights, Flying City, after losing its shields and getting bombed by Hyperion, Sanctuary, as foreshadowed by the mission name becomes a flying city.
Why did Hyperion then suddenly stop bombing Sanctuary?

Lilith contacts Hyperion on an open ECHO channel after you reach Sanctuary again, inviting them to go ahead and try. But she reminds them that every projectile they fire costs Hyperion billions of credits, and she can always teleport the city again. (She later admits to Roland that she probably can't - it took a lot out of her, and she might just as likely 'port the city into a mountain - but of course she'd never tell Hyperion that.)
I'm guessing you will end up missing this conversation if you turn in "Bright Lights, Flying City" to Roland without stopping to listen.
At least as far as I know, and I did search very very closely. I went to every corner, inspected every wall, jumped on top of the highest roofs, did my best to look at every angle and did not spot any chests at all. You only find those small boxes with money inside, and one of those usual "vault" secret sign which I think gave me a badass point.
The Bad Touch triggers between 5k and 20k, and the Good Touch between 10k and 50k (when tipping in $1000 increments). This amount could be random—reports are inconclusive.
You can return to (or reload) Sanctuary for more Good Touches, but reportedly, there is only one Bad Touch per playthrough. The variants (e.g., "Guileless" and "Impetuous") tend to have lower stats. The guns' level reqs scale to your story progress. You can always restart your game from the last save if you don't like your results.
