When connecting controllers to the switch, it shows 4 slots for controllers. Is it possible for:
Without using multiple switch systems?
I’m aware that you can connect pro-controllers to the switch to allow for 3 or more players, but is this possible with a second pair of joy cons?
This is a known design flaw which is only effecting early models of the Switch.
It's something to do with electrical shielding (or something technical).
First try these steps to make sure you are using the Joy Con correctly

If that didn't work, talk to Nintendo and they will "fix your problem for free" - which means you send in your joy con and they fix it and send it back. This can take up to 2 weeks.

If you have poor internet, then you may prefer physical cartridges, to avoid needing to download large files.
If you are like my parents, you might not trust the internet for purchases and only buy things in physical stores - so the physical copy is better.
If you are paranoid, you might not trust Nintendo to protect your account from hackers, who might mess with your digital purchase history. And one day will Nintendo closes it's digital store, and downloads will not be possible (has happened for DS). For both these reasons you might get the physical copy as a guarantee that you will always have access to the game you paid for.
You may have friends. In this case, a physical cartridge will let you lend games you've finished to your friends. Hopefully they'll let you borrow some that they've finished.
Otherwise, yes, the convenience of digital makes that purchase method better for most people.

You can use up to 8
I have tried this recently. You can use these joycons in any orientation you want. Such as use 3 pairs of joycons (6 total) and 2 side ways ones. You can't have 8 pairs since that is over the 8 total limit. But you can certainly do 4 pairs like you asked about.
The limit is more about the number of players, as most games only allow 4 players at a time per Switch system, but those 4 players can have either 1 or 2 joycons as their controller inputs, meaning the switch will accept up to 8 joycons paired with it.
