I got the black/yellow color stone for pre-ordering The Old Republic, but I look a little unbalanced as a Jedi Sentinel with two lightsabers — the other is blue. As such I was hoping I could convince someone to trade me theirs, but I don't know if this is possible due to the special nature of the item. Can it be traded?

If you want to make sure you got all the datacrons on a specific planet, look at the Codex entry for that planet and then click on the magnifying glass. It shows your progress on that planet, including how many of the datacrons you have:
As for the rewards from datacrons, it seems it's only stats boosts and matrix shards, but I can't say that for certain.
Once you have the Collectors or Digital Deluxe edition registered on your account, and re-log into the game, your character (every character you now have, or make in the future) will receive an in-game mail that includes all the appropriate items.
You do not need to be a specific level to receive them. But some, like the STAP speeder, have level requirements to use them. (Riding skill comes at level 25; and costs a decent amount of in-game credits. Make sure to save up!)
The STAP will work for any class.
EDIT: Changes to the game allow for legacy upgrades and cartel purchases that adjust the Riding Skill 1 to be available at much, much earlier levels.

You can buy another color crystal on the Republic (or Imperial) fleet. Use your map, click the Vendors button to show vendors, and look for the Pre-order Crystal Vendor tucked in a corner along the outer circle.
