I can see the text box in the upper left hand corner, but I haven't found a way to type there. I want to be able to talk to my entire team instead of clicking on each squad and repeating myself via VOIP.
Can I talk in the chat feed via my tablet? If so, how?

High Value Target is a default commander resource featured in Battlefield 4. It reveals the location of an enemy to the entire team for 45 seconds, becoming available once that enemy has reached a six or more kill streak. Bonuses are awarded to players who eliminate HVTs, and to HVTs themselves for continuing their kill streaks.

It is possible through the graphic settings ingame.
Sorry, that I have my German Battlefield 4 now enabled, but I'll translate the important words for you. Ingame you may press ESCAPE to go into the menu. There you go to "Settings/Options/Preferences" and then onto the graphics tab. You'll see this extract:

In that second highlighted menu, you'll have three options for now:
HINT: If you want to play with these settings, I recommend you to go to the TEST RANGE. There you can test out every vehicle and weapon - and settings when not online on competitive servers.
NOTE: Remind, that if you change settings in the Test Range, your computer may have a slightly better performance as there are 63 soldiers less in the field as usual. :)

No, unfortunately it is not possible to text chat (ie: type, not use VoIP) in the Commander app on both Android and iOS. Currently this is limited to VoIP communications with your team.
