I can't find a screen to see a log of diplomacy agreements, those like when we settle a city close to another empire and they complain about it, and we agree to not do so anymore.
These agreements last for some amount of turns and when finished we're notified that now we can again settle close to them. But where can I see the active ones and how many turns left?
After some mod-browsing, I've found a mod called "All Promotions description tooltip". It adds a tooltip when hovering over a unit's icon in the bottom-left (its symbolic icon, not its painted portrait), which nicely lists all the promotions and their effects.

So this solved the problem for me, and I highly recommend this mod.
Have you tried lowering the quality settings for the leader screens?
I believe this will make the screens performance much better, but instead of a fully live-rendered scene you get just a static pre-rendered image of the leader. So, even if your computer doesn't need the performance boost, you might find this preferable if you find the leader interaction irritating.
However, the screen still appears in exactly the same format, and I'm not aware of there being another method to communicate.

It's been a while, but afaik you can see all current treaties in additional information -> diplomacy overview (it's a bit tricky to read but you should get it pretty fast).
The additional information button is the smaller one with the scroll inside on top right of the screen (4th button from right to left if I recall correctly, my memory is not what it used to be).
