Although it provides a good amount of tourism and score era, after sometimes I just want those tile back to do some other stuffs. Is it possible ? The only thing I can do so far is growing trees within that national park tile with builders. Any other action seem to be undoable at all.

If you are using Steam then you can use Steam's Big Picture mode. Go to View > Big Picture Mode. Then go to Settings > Resolution > Target Monitor and select the monitor you want to use. It will automatically move and adjust itself to the selected monitor. Now if you launch the game from Steam it will be properly adjusted to the selected monitor. You may need to switch the game's graphics settings to Borderless Window mode in order for it to be full screen. Also, if the text becomes too small then make sure you tick the UI Upscaling box in the game's graphics options.
If you did not purchase the game through Steam you can still launch it using Steam by adding it as a short-cut to your Steam games library. Hope this helps
The problem is for sure that your diamond shape is diagonal instead of vertical. (Note that the Spring 2017 update, or an update prior to that, fixed the Civilopedia entry to specify that the diamond must be vertical.)
For this to be a legal configuration for a national park, it would have to include your Niter mine, the two land squares you want, and the rightmost of the water tiles you want to use. However, this is also conditional on your tiles being appealing enough since they are not natural wonders or mountains:
You're probably SOL unless you want to scrap your Niter mine and possibly plant a forest instead (I'm not sure if new-growth forest can be a national park or it's only old-growth (never cleared or planted)).
Frankly I think national parks are either underpowered or too hard to establish.

No, there is currently no way to remove a national park once established.
