Civilization – Why can’t I discuss “Don’t convert the cities”

Teddy from USA is trying to convert my cities. He has used missionaries to spread religion.
Why can't I see the Discuss option to ask him to stop?

I haven't confirmed this, but I believe that you can only bring up this topic of discussion after one of your cities has been converted.
Note that using a missionary does not mean your city is converted. Conversion happens when the majority of citizens follow a religion. If a single missionary was used it may be that only some citizens became swayed, but not the majority.
I have found that the AI never brings this up with me until I fully convert at least 1 city.

You are correct about Great Prophets; there are indeed a limited quantity of them. In my 6-player game on Prince difficulty, there were 4 Great Prophets. I believe you are also correct in saying they are used strictly for founding a Religion. I did not notice any other options for that unit during my game.
As you have mentioned, buying units with faith corresponds to the dominant religion in that city. If you still have citizens following your religion, there may be some small hope for the pressure to bubble and your religion to become dominant again, but that is unlikely at best. Cities spread pressure based on how many followers are in that city; the dominant religion will almost always be emitting the most pressure. If you chose traits that increase pressure in some way, your religion might resurface. Otherwise, I believe it has been lost to the waves of time.
DISCLAIMER: This game is a new release, and this evidence is almost all anecdotal from gameplay experience.
As obvious as it is or is not. When the admiral spawns, it was in this case, it was a harbour district. (this was during my first game, so I am now well aware of this shift of units preferring districts when producing)
Once I moved the admiral to a city, I then had the option enabled to transfer to another city.
Much the same as if building a naval unit that if a coastal city has a harbour district, the unit is built there.
Note, you need a city on the coast to be able to move the great admiral.
