In my current Civilization game, I have 2 x silk and 1 x marble. The tiles have improvements built on them and they show up in the resources info panel under "Luxury resources". However when I go to the diplomatic screen with another civilization, it shows as if I had nothing to offer. What's up with that? Is there a way to see how else they are being "consumed"?

I highly recommend the "Luxury Resource Display" mod. It's one of the higher-ranked mods at the moment, for good reason - it makes you permanently just a mouse-hover away from seeing a detailed list of how many luxury resources you currently have of each kind, including how many are traded.
Just search for it in the in-game mod hub, it's easily found, but it seems to also be downloadable from here (I recommend the in-game method, though).
"A resource is connected to the trade network" means an appropriate building was constructed on that resource and it may now be used or traded to other civilizations. Trade routes are about connecting your cities to the capital by roads and harbors and then generating gold automatically from the connection. Trade network and trade routes don't have anything to do with each other.
A great person's improvement can connect strategic resources but not luxury resources. The type of the improvement does not matter - a manufactory, a landmark and a custom house provide the same amount of iron when built on an iron resource.
The reason great person improvements are allowed to connect strategic resources, is that strategic resource aren't revealed on the map until the cooresponding technology is researched. It would be a disaster to require someone to tear down their landmark just to get to the Aluminum that appeared underneath it.
Luxury resources are shown at the start of the game and so this grace in the rules does not apply to them.

Odds are, the resource issue isn't on your side, but on theirs.
If the civilization you are trading with already has a luxury resource, it won't show as being available to trade to them. That's mostly to protect the AI from being abused by humans, who if they were allowed to trade luxuries the AI already has to it would probably find a way to take advantage of it - so they simply don't offer you the possibility.
