How do I gain levels quickly and effectively?

Experience is gained by performing different activities in game, such as upgrading buildings, completing achievements, donating troops in clan, destroying town halls(by raiding) etc.
The more experience you gain, the higher your level goes.
To answer your question, the most effective and quicker way is by upgrading buildings. The buildings particularly the defense buildings are those which actually allow you to safeguard your town and collected resources. Further the saved resources (by raiding and collecting from mines both) allows you to upgrade more buildings.
Achievements whereas do give you quite a lot of experience as well as gems but I won't consider it the quicker route as it takes a lot of time to literally complete some of the achievements.
Whereas destroying the town hall while raiding only gives you single-digit experience.
Moral: Raid more > Collect more resource > Upgrade buildings.
P.S- Experience level does not define you as a GOOD or a PRO player.
Defense is pretty important in Clash of Clans. If your defense was somehow impenetrable, and you were infinitely patient, you could technically acquire all the resources you need for upgrades just by waiting and tapping your collectors occasionally.
However, no defense is perfectly impenetrable. Someone who spends a lot of time or money on the game can bypass virtually any defense. They're coming, and they'll take your resources. Also, very few people are infinitely patient.
Thus, raiding is the way most people get most of their resources, so offensive capability should not be neglected.
All that said, there's no reason to neglect either of them. Most defensive buildings require gold, while most offensive buildings and units require some type of elixir. Builders can be somewhat scarce, but honestly you should be prioritizing both of them in order to get ahead.
Vegetation respawns at a rate of one item per eight hours, except if all the spaces in your village are totally filled. Furthermore, an obstacle will only spawn if there is a one tile buffer zone between the spaces in which it will spawn and another building or obstacle.
So it doesn't depend on anything, just time that passes
