I tried it several times now, loading and performing a lvl 2 bug to increase my lp production. In the Wiki i read that the cap rate is at 10k lp/s but my rate won't reach more than 143 lp/s. I even had 2 lvl 2 bugs in a row but it didnt change anything. Am I doing something wrong or is it just pure luck?

If you mean the Developper's Computer, it is a tab that is unlocked by beating the Developper, the final boss of the game. There will be a Computer tab along with the Candy Box, Inventory etc tabs. It lets you buy "cheats" with lollipops, most of which have random effects on random parts of gameplay:
Save before you do just about anything in the Developper's computer as everything costs millions of lollipops and many things have no effects, cosmetic effects only or * negative* effects. Some bugs will however be beneficial or gamebreakingly amazing (the Sword of Randomness kills almost anything, including Yourself, in one hit)
If you mean the developer's console which is part of the browser, which many cheats use, this isn't actually part of the game as it were, it's a browser feature. But F12 will bring it up in IE and Chrome, Ctrl+Shift+K will open it in Firefox.
I checked the page’s source (below) which shows that the bugs are hidden and displayed dynamically. The randomize bugs appear after you reach 10 trillion lollipops, the randomize buttons become available, and while it doesn’t say so, the source considers that as being “level-eight” as per the computer_bug_8 ID of the Bug Factory section.

You'll need to plant more lollipops in order to reach that rate. I planted nearly 1.75 million lollipops to reach 10klp/s. And just to check, but you're getting the bug that specifically says it has increased production, right?
