Does anybody know how to kill Maghda in the first chapter of season 17? It says kill Maghda, but apparantly I can't find the character anywhere and because of this I can't move on to chapter two.
Where do I find Maghda and how do I kill her?

I found the report on a dead body named Wortham Villager Corpse, he was very well marked and appears to be a non-random encounter. It was just prior to getting to Leoric's palace as @Alok mentioned, in the Northern Highlands.
The Villager’s Journal spawns in a Old Keepsake Box at the Old Ruins, it was previously reported in The Lyceum a random dungeon whose location is discussed in this thread. It was unobtainable prior to patch 1.0.3, which led to most of the confusion around it but it is now dropping again.
It's true... sort of.
The rare drop rate is substantially higher for first time kills of major bosses on normal mode, but it isn't necessarily two drops guaranteed - the specific bonus and which bosses it applies to hasn't been laid out explicitly. For what confirmation does exist, see this post by Bashlok:

Whether the 'bonus to drops' is 'guaranteed class-specific yellow', or simply 'twenty percent increase to the chance to drop' is unclear, and without a very large data set or some (very unlikely) additional candor on the matter from Blizzard, it's difficult to say. Anecdotally, people seem to be citing the '2 rares, one for your class' fairly widely, and I'm yet to personally have any experiences that contradict that - at least on major bosses. If I had to guess, I'd wager the Skeleton King doesn't qualify as one however.

I think you've mixed up the seasonal chapters and the in-game acts.
Maghda is a boss you have to defeat in order to progress the seasonal journey (chapter). But she's an act two boss.
You will find her by teleporting to the "Road to Alcarnus" waypoint. After that head east first, go up the stairs at the end of town and then head north. She will be waiting in the next area.
To get to act two just zoom out the world map in adventure mode. If you haven't unlocked adventure mode yet you will encounter her if you just progress through the story normally.
