I'm getting stutter/framerate issues with Patch 2.4.3. I read online that this is likely due to issues in the (new?) 64-bit client, and that I should revert to the 32-bit client or remove myself from communities (shift+O in-game) as a short-term solution. But how do I use the 32-bit Diablo client?

Overall, there's not going to be much difference. It will boil down to things like:
- different EULA
- different pre-selected Server (EU for EU and Americas for US)
- links in the game leading to different websites (e.g. http://eu.battle.net/d3/en/ instead of http://us.battle.net/d3/en/ )
- "information window" on the title screen (like it exists in SC2 and WoW) will probably receive the displayed text from different servers.
And things like that. Furthermore, it's probably an easy tool for Blizzard to dispatch region-specific changes to a certain client only. E.g. the European Union introduces some crazy law that forbids the use of roman numericals, then Blizzard could patch only the EU version and replace all the III with 3s.
Yes, you can change the language. And yes, it downloads the extra files when you do (after restarting the game client).
I changed it to Spanish (I had it at 100% in English) to try it for you and it's now updating.
I really wish it would've warned me because now I have to wait for it to reach playable before I can re launch it and change it back. I hope this answer prevents someone from doing it without knowing it.
Luckily, reverting back to English did not download anything additional.
If you want to change the language, you need to go to Account, and then select the desired language. This changes all text and spoken dialog in the game.

In the Blizzard launcher, click the Battle.net icon in the upper-left corner and access the "Settings". Go to "Game Settings" (see image below) and check "Launch 32-bit client". This resolved the screen stutter issues for me.
