Do flechette rounds pierce/reduce armor

Do flechette rounds actually bypass shields and/or reduce the effectiveness of armor? If yes, does the damage drop to 25% similar to how AP rounds work with shields? I haven't had much luck using these effectively in game.

I was hoping to find an answer in this question, but the answers were not updated for shotgun ammo.

Flechette rounds do not penetrate Shield units' shield. They can only penetrate armor (e.g. tan cop body armor). Penetration of armors do not reduce the damage (unlike how AP slug rounds work with shields).

To use this information combined with the weapon damage:

[Rattlesnake][1] : 130 base damage. 
[R93][2] : 250 base damage.
[Thanatos .50 cal][3] : 2880 base damage.

An unaware enemy will always be a one-shot kill though.

I couldn't find any information regarding body armor or bullet slowing factors, but i'm guessing that if you take the Thanatos .50 cal (for example) which has a base damage of 2880 and you have lets say a straight row of security guys (30 health each) you are able to shoot through 96 security guards with one bullet. My assumption is that by each enemy hit the base damage of the weapon degrades regarding how much health the enemy has.

Another example would be if you shoot a bulldozer in the body (again with the Thanatos). Thats 5500 - 2880 = 2620. If you shoot him a second time and there happens to be an FBI heavy swat standing behind him. Thats 2620 - 2880 = -260 (an FBI heavy swat having 200 health would also die).

Loadout that allows for better armor and concealment value of 3

CAR-4 has the best concealment of 31 out of all primary weapons when fully modified:

Competition Foregrip +2

Some additional mods can be added without affecting concealment.

Swedish K has the best concealment of 33 out of all secondary weapons when fully modified:

Base Value of 24
Grease Barrel +3
Folded Stock +6

Again, some additional mods can be added without affecting concealment.

Ghost Tier 4 Bonus for unlocking any perk from the 4th tier. +5 concealment.

With this setup, you should be able to wear the Heavy Ballistic Vest, while still being at 3 detection risk. (I'm unable to verify as I'm missing 2 of the required mods for CAR-4, but I'm close enough to be sure.)

Do note that while heavier armour makes you more resistant against bullets, it also slows you down, and speed is important in stealth.
