Here's the situation: you pair an Element materia with another materia with an elemental type (say, for example, Fire). The question is: does it make any difference whatsoever if the Fire materia has tons of AP or is brand new? If the Fire materia is capable of casting Fire 3, does that boost the weapon damage granted by the Element materia? Or is it irrelevant?

It's pretty simple:
- Equip the materia to the slots in your characters' current equipment.
- Fight monsters using the characters with that materia equipped.
From winning fights, you gain AP which will level the equipped materia. The equipment the materia is attached to can affect the amount of AP gained. Once a materia reaches its max level, you gain a new unleveled copy of that materia. Leveling all materia of a type can gain you the master materia which has the abilities of all materia of that type.

Materia grows by being equipped to someone who is in a battle, whether they use the materia or not. After each battle you get EXP points (which help your character's level increase) and AP points (which are like experience points for your materia, the more points your materia have the stronger they are and the more capabilities they have).
Be careful because some weapons do not permit materia growth, although most do. There are some weapons that double the AP points your materia receive and a few that even triple the AP points--check out the list of everyone's weapons in the equipment section for more details.
When your materia gather enough AP they become full or mastered (this is not the same as MASTER MATERIA). A mastered materia is as strong as it can possibly get, it won't gain any more AP but it will cause a brand new version of itself to be "born" in your materia pack and you can keep using the mastered one or you can start growing the newly born one. So, for example, even though there is only one Contain materia in the whole game, if you keep growing it you can have as many as you want.
The only factors in the formula for Steal in Final Fantasy 7 are:
- Your level (the higher, the better)
- The enemy's level (the lower, the better)
- The item chance, which is different for each potential stolen item. Rarer items tend to have a lower chance.
For multiple potential stolen items, the items are organized into slots and checked sequentially until one steal attempt is successful or all items have been attempted. Thus, it is generally easier to steal items in the early slots, even without factoring in the lower item chance usually attributed to the later slots.
Having the Sneak Glove equipped overrides parts of the formula related to the level differences, but otherwise does not change the system that much.
There is an element of randomness to stealing, but it is unaffected by luck. The level of the Materia is also irrelevant.

Element materia linked to a materia with element type only gives you a damage multiplier against monsters with elemental affinities.
If the monster is weak against the linked materia, you do 2x dmg. If the enemies are resistant to the element, your attack can do either half dmg, no dmg, or heal the enemy.
From what I can remember and what I have found through searches, the damage provided by the combination does not scale with either the level of the Element materia or the materia it is paired with.
