When salvaging items (i.e. destroying an item to recover components) in Kingdoms of Amalur: Reckoning does it make any difference as to the quality of the item you use? I've received nice components with bonuses from bottom-level items, and received a single bottom-level component from an item that had a number of effects, so it seems like it might be random. Are there any rules governing the behaviour?

As with most EA games, Amalur does contain some online component through an EA account. As far as I know, it isn't some sort of DRM but rather a way for EA to unlock content for you between games without the need of save files, in the case of Amalur, it unlocks objects for you in the full game and in the upcoming Mass Effect 3.
A similar thing was with Dragon Age 2, where playing the demo, compelting some actions on Dragon Age's website and the Facebook game, Dragon Age Legends, unlocked stuff on your EA account which was available in the full game.
EA/38 studios did confirm there will be day one DLC (which I believe isn't included on disk) and will be free for purchasers of new copies of the game. I'm not sure if the DLC will be tied to your EA account or will be like in most cases a code redeem in the PSN store/XBLM/Origin.
The item rarities in Kingdoms of Amalur are very similar to the item rarities in World of Warcraft, or most other MMORPGs.

It's implied that the Gold (set items) are considered the most powerful items in the game (depending on how many pieces of the set you have), mostly because the more items you have equipped from that particular set, the more powerful each individual piece becomes the more powerful the set becomes.
In addition, the higher tier of armor, the more bonuses you receive.
As opposed to an Infrequent piece of armor.
The item sockets, in some cases (depending on your Sagecraft), can make an Infrequent item last a surprisingly long time in comparison to some Rare or even Unique items.

Nicer quality items have more components, so you can potentially get more parts out of them. The quality of the component is pre-defined based on what the item is.
For example, salvaging an Iron Longsword will never give you any other blade than an Iron Blade, while a Steel Longsword will never give you any other blade than a Steel Blade
It's random as to what and how many components you get, however higher blacksmithing levels will increase your chance at salvaging the item's components, so you'll likely get more pieces from it.
You can also save / load your game if there's a particular component of an item that you want, such as a life steal component, or mana steal.
