In DotA2, I cannot start a game. After pressing the find match button, I get a message:
Cannot queue for matchmaking at this time.
This happens for both normal games or ranked games.
I could not find anything about a hypothetical penalty, neither in the UI for starting a game nor on my profile.
My game client is up-to-date.
I found the setting, but I'm not sure how it got turned on as I chose expert or whatever the highest level setting was. Switched that and then everything got better.
I played solo a few days ago, and I can definitely say that I had a four friends premade team on the opponents side. I chatted with them, and they said so too.
So, that's evidence that the solo matchmaking gets players out of the common queue too.
(Maybe there is first a checkup, and only if there are not enough people in the solo queue the common queue will be added to your pool, but you can definitely say that there is the possibility to get common queue members in solo matchmaking!!!)

It's a known bug and it occurs when you leave a finished game too early. To fix this, create custom lobby and leave it or type "disconnect" in console. Then you should be able to queue normally.
