My Fallout 4 wasn't loading so I switched it to windows mode but it's really small. Is there anyway I can make the window bigger?

There are 78 permanent SPECIAL points in Fallout 4.
- You start off with 28 points.
- You can find a You're SPECIAL! book in your Sanctuary home for another point.
- Can only increase a maxed stat if a debuff like alcohol is used to temporarily lower one of your maxed stats
- You can train all your SPECIAL stats up to 10, so that's 42 remaining points.
- Additional Bobbleheads (for each specific SPECIAL stat) can be found, 7 points.
You can max out your character with 10 in each SPECIAL trait provided every time you level up you simply choose the appropriate training to increase your stats (as opposed to choosing perks).
Remember, there's no level cap, so you can keep on levelling and start getting other perks later.
So you start off with 28, but you can easily improve all of them to 70, should you choose to only train those perks starting at Level 2.
This means 70 - 28 = 42. Meaning the earliest you could max out all your stats is getting to Level 43, while every time you level up putting points in the stat you want to increase, provided you also don't find any bobbleheads along your way.
Additionally, some perks grant permanent increases in stats at specific times of the day or at a certain HP level, so those are technically also "permanent".
I have noticed this as well, and I have (more or less) proof: Try to uncap frame rate and enter a new area. The loading time will be significantly lower. As OP says, when capped to 60fps, the loading screen (and its animation) will be much slower and wait so you have time to read the tips. Uncapped, it's almost impossible to read.
The reason for this is because the game speed is related directly to frame rate in this engine, which means going 120fps will double effective game speed. Since the loading screen itself is a very simple animation, it can reach 240+ fps easily, resulting in lower loading times.
Of course, the the same is also true for regular gameplay: NOT capping the game to 60fps will sometimes suddenly make the game speed up and make certain mini-games (like the lockpicking one) a lot more difficult. It's a shame we can't have both, but it seems we're stuck with either unnecessarily long loading times, or sped-up gameplay.
Hopefully, someone will mod this out as soon as possible.

Before the game launches, where you select Options to change to Window Mode, you can adjust the resolution:
Otherwise, if you're trying to adjust the window to a more specific size, you can do so by editing Fallout4Prefs.ini. In Windows Explorer (I'm assuming Windows, if you use another OS I'm sure you can figure this out) navigate to your Fallout 4 saves folder, likely:
In here you'll find a file called Fallout4Prefs.ini. First make a backup in case you muck it up. Open this file in Notepad or your favourite text editor, and find the following values:
These refer to the height and width of your window, respectively. Change these values to whatever you would prefer. As an example:
Save the file, then relaunch Fallout 4. Once past the menu, you'll see the window is now at the size you set. Note these values only apply if you've selected Window Mode in Fallout 4
