This depends on what you mean by "stop following you". You can communicate with him (press the talk button) and tell him to stay. You can also tell him to go to a dog house if one exists (or build one for him if one doesn't although there is one in Sanctuary). This will get him to stop following you until you next fast travel.
If you want him to actually leave you alone so you can continue on your journey without a companion, you need to speak to him and select the "Dismiss" option, which will pop up a menu asking where you want to send the companion to.
Alternatively you can take another companion with you.
He can spawn back at gas station where you first found him, or at one of the dog houses in Sanctuary.
If you scrapped the dog house that was there, I would go look at the gas station you first found him at.
Also, if you cannot find him at all, use the following (on PC):
- Open the Console by pressing ` (same as ~ on US keyboards)
- Type:
player.moveto 1d162 - Press: ENTER
This will teleport you to Dogmeat's location, allowing you to retrieve him and move the doghouse he went to.

That's Dog Armor. Sometimes attack dogs will have armor on them, which can be looted from the dog's corpse. There are multiple types. The dogs are usually found with Raiders.
In addition to the armor, Dogmeat is also wearing a Dog Helmet. I have yet to see a dog helmet in any of my playthroughs, so I think they're less common.
Neither the armor nor the helmet provide any damage reduction, but they do both have weight.

You can also find Light Dog Armor and Heavy Dog Armor, but the wiki does not list a specific location for these.
