In the castle in Fallout 4 there is a radio transmitter. It has the red person symbol, when using the workshops, which means a person needs to be assigned to it. However when I attempt to assign a person it shows, "you cannot assign a NPC to this….". I am not sure what it will do if it is assigned, but the question is how is this resource assigned and what character needs to be used? It also begs the question what will assigning a person do for the castle? Thanks for any suggestions or information!

As discussed here - in order to assign a worker to a resource you must be in workshop mode and then approach the person you want to be the worker, speak to them and "command" them:
...then go to the location you want them to work and you'll have the option to assign them to that post.
They'll then walk over from their original position and start working.
The person icon will go red again if you reassign a person who was already assigned to another task, or that person is currently not performing that task (ie: sleeping). Unfortunately, there is no method of seeing an overview of all tasks your settlers are currently assigned to, however you can see what each individual is assigned to if you have visibility of that individual and their assigned task - this picture will show you what I mean:
This settler is only assigned to half of these carrots, another settler is doing the others, so when I target this settler is highlights half of the carrots.
Step by Step, no pics
- Build a small generator (skip if you have an existing with spare power)
- While in workshop mode still, press SPACE (Y on XB, Triangle on PS4) while highlighting the generator. (it should now show a little wire from generator to your cursor that moves around with you)
- Highlight the Radio Tower, and press SPACE(Y on XB, Triangle on PS4) again.
Bam! Transmission begins.

That radio transmitter is for the Radio Freedom broadcast. It will be automatically assigned by a minutemen when you complete the necessary minutemen quest to retake the castle (taking independence).
The person that takes over (always a male) doesn't seem to be reassignable either. I've tried to see if I can convert the radio freedom voice into a female minutemen but I haven't seen any way of doing so.
