I have tried everything to get mods on Euro Truck Simulator 2 but it says I need a base file. I have looked everywhere but can't find it. Do I have to download it or should it already be there on the system when I downloaded the game onto my computer?

For official DLC will be automatically activated and you should see the content in your game. Drive to maintenance and check your paint jobs there (not your own garage!)
For mods you will need to go to your profiles, click edit and enable all of the necessary mods. You should now see the content in your game. Again, remember to check at a maintenance garage (again, not your own garage).
The truck you're looking for is a fictatious one called Scania Evo. You'll find various versions of it from different sites. Here's one.

It should be in C:\Program Files (x86)\Euro Truck Simulator 2\base.scs (when you have default installation folder in Windows 7). Maybe you have hidden that file. Here is nice tutorial showing where is the file:
