Game is lagging severely after Operation Vanguard update

I've recently updated to the new Vanguard edition of CS GO. But now its impossible to play – the game is jolty and slow. Sometimes there are little bugs like my gun not appearing or the clicking warm up count down sound continuing into the round.

I've checked internet speeds and they are fine.

Does anyone know what I can do to fix this?

Make sure your video card drivers are up to date. If they are not, make sure you do a clean install from scratch, Nvidia has an option to do a "fresh install" If they are up to date, consider reinstall them and doing a fresh install anyways. Never upgrade your drivers using the utility your video card software installs along with the drivers. (ex: nvidia experience)
Make sure you do a Verify Integrity of Game Cache. (Last Option) You can get to this option by going to your steam library, Right click on CS:Go, go to properties, Then Local Files Tab.

If that doesn't work, Try re-installing cs:go, by Delete Local Game Content, and let it redownload and install the game fresh. (3rd option)

Game time per map in minutes.

This should be the command used to modify the time to change the map time. Since there are no commands to directly modify the time it takes to change maps, I suggest you use the next following command:

mp_roundtime "5"

How many minutes each round takes.

Since you want a 10 second mapchange time, mp_timelimit should be 29, while mp_roundtime should be 4. (Thus, 7 rounds of 4 minutes each, and with additional time from other events, such as half-time, warm-up, etc.)

mp_halftime_duration "15" // Number of seconds that halftime lasts
mp_round_restart_delay "7" // Number of seconds to delay before restarting a round after a win
mp_restartgame "0" // game will restart in the specified number of seconds

Honestly though, what it boils down to is really you can't really change it. There are so many things to factor in (If you're playing DE modes, then if the bomb is planted before the round ends, you'll have to factor that time in too). There are a lot of things to factor in when determining how long each map within the rotation is run as well as determining how long your rounds are.

Extreme FPS Drop in Counter Strike Global Offensive

So, considering the discussion in the comments, and my opinion, possible causes of the FPS drop and screen tearing for the specific game in question, CS:GO, would be (in order of likeliness)

Corrupt configuration files on CS:GO. (OP already reset them, discarded)
CSGO or Source Engine update issues (No updates were released at the time of the incidents)
Busted drivers. (OP already reinstalled them so, discarded)
Broken GPU fan, so it throttles down to prevent damage. (Op checked them, so discarded)
Dirty GPU contats. (OP already cleaned the card, so discarded)
Tweaking fps_max value. (Already done, discarded).
Nvidia GeForce Experience causing issues. (OP uninstalled it, so discarded)
Steam Overlay causing issues. (Op disabled it, so discarded)
Windows update messing with OS. (Op stated that no updates occurred before the incidents)
Nvidia HD Audio causing issues. (OP uninstalled it, so discarded)
Busted Video Card (By OP's comment this turned out to be the culprit)
Busted RAM (Unlikely)

At the time of this answer we don't have specific information about performance in other games, OP specified that the screen tearing was occurring on Borderlands: The Pre-sequel as well, but we don't have specific performance data. On the other hand Furmark stress tests didn't crash the card, but the issue in the games persist.

Given that information the only option we have left is a somehow damaged Video Card, the solution would be to fill a RMA, as the card was recently bought. I suggest contacting with the manufacturer instead of Amazon or Nvidia. The manufacturer (if professional enough) would give you a tested card, guaranteed to work, while Amazon will give you another boxed one or a refund if you are a regular client. Nvidia will do nothing they only build the chipset. I've had a reasonably good experience with EVGA for example, not sure about other manufacturers.
