I've just gotten the reward for 35 decorations but it just occurred to me I've yet to see any bitizen with Panna City Medicines dream job. Or do they only trigger when you unlock the shop?
Has anyone seen a bitizen with Panna City Medicines dream job yet

You are just really unlucky so far. Here is a photo of Watto's Wares with three skill 9 bitizen with a dream job star. In addition I have two other bitizens that want Watto's Wares as their dream job, but it is already full.I was playing this on an iPad Mini, so your problem may be a device related bug.
As of the latest build 1.2.2268, this bug has been resolved. You can now select an employed bitizen and choose to send them to unemployment. You will only get this screen when you click on the job of an unemployed bitizen and you have no jobs available.

Panna City Medicines now has dream jobs (as of the 1.3.0 update).
