In Lumiose City there is a "Stone Emporium" that sells...stones.
If you go in, there's usually only a clerk that sells regular stones (Fire, Leaf, Sun, etc.). However, to the left of the clerk there is a man who does sell the Mega Evolution stones.
Note, his prices are tremendously expensive, if you haven't defeated the Elite Four yet. Defeating the Elite Four and the Champion should move the game into postgame, which drastically cuts down the prices for the stones.
Here are the stones he sells:
Main Game (before Elite Four)

According to the Pokemon Guide, pointed out by BenBrocka, the price can get significantly lower based on how "stylish" you become:
Leveling does not directly affect a Pokemon's EVs (and therefore Super Training.) In prior generations (before V, I believe,) EVs were only calculated upon leveling, so a level 100 Pokemon could not be EV trained. Now, however, EVs are calculated after each battle (and probably between battles, in the case of Super Training.)
However, leveling via battle affects Super Training because it grants EVs based on the Pokemon fought. So leveling via rare candies won't affect super training, but leveling through battle will.
I believe that EXP Share grants EVs to all Pokemon—confirmed by UnderscoreZero in the comments.

We can use a bit of math:
A Magikarp egg has the lowest number of Egg Cycles (6 cycles), therefore it needs the lowest number of steps to hatch (usually 1530 - 1784 steps).
Get a Magikarp egg, fly to the Prism Tower, start running/riding the bike around the tower and count how many times you do a complete cycle (without using Flame Body, Magma Armor nor the hatching O-Power) before it hatches.
What you are looking for will be something like this:

I did a brief testing with a small sample of 4 Magikarp. Here are the results I got hatching 4 Magikarp eggs:
The previous formulae give us (rounded values):
The average is a range between [207.5 - 242] steps.
Anyway, if we consider only the lowest distance (the nearest value to 1530 steps), we can assume that is covered in about 7 rounds.
Therefore, this gives us 219 steps per round.
