Usually this means that vertical sync is set, and you need to unset it, it's one of the most annoying things ever from computers that are slightly behind recommended specs.
The suggested SkyrimPrefs.ini i was using was the wrong one.
Using Process Monitor i was able to figure out that the correct one is:
%USERPROFILE%\Documents\My Games\Skyrim\SkyrimPrefs.ini
e.g.
C:\Users\Ian\Documents\My Games\Skyrim\SkyrimPrefs.ini
Changing [Controls]\fMouseHeadingSensitivity to
fMouseHeadingSensitivity=0.1250 (new)
fMouseHeadingSensitivity=0.0125 (old)
did the trick.

Apparently yes, but for some reason there's no UI for this.
Go to the Steam folder (usually
C:\Program Files (x86)\Steam\SteamApps\common\), and then navigate down toXCom-Enemy-Unknown\Engine\Config.Open up
BaseInput.iniin your favourite text editor and adjust theMouseSensitivityvalue to whatever you find most comfortable. This line should appear right near the top of the file.It looks like lower values result in a faster mouse movement, but I'm not sure on the exact scale. I'm currently running with -60.0 and it seems pretty good to me. The setting also seems to only apply to the game itself and doesn't affect the main menu.
