I'm starting to acquire quite a few gems, and I know there was a mechanic in the original where a few of one level could be combined to create one of the next level, like in Diablo.
Is there any such mechanic in Torchlight 2? How does it work? Where can I do it?
On the Arcane Statistics screen (bottom of the left character information screens, press J by default), you can see the Adjusted Range of your currently equipped weapon(s) once you have expanded the Right/Left Hand Weapon section.
Here is the display for one of my Embermage's wands (which apparently has a range of 7.2m):
Using this information you should easily be able to work out how much that +0.67m range improvement has actually extended the range of a specific weapon by, which is what I assume you really want to know here.
You can also get a good visual ideal of how distance translates on screen by firing a weapon of known range from a standing position and seeing how far across the screen it's shots go. Of course, this assumes the "adjusted" range is what it will actually fire at the moment.
And, if we really must some maths:
Using the wand above, camera fully zoomed out, at a resolution of 1920×1080, with screenshots taken as my shots are fading away at their full range, and using some crude approximate pixel measurements taken with Paint in Win 7, I reckon I'm seeing a rectangle of space approximately 24m×16m (completely ignoring the 3D perspective, etc) in size, which represents ~12m horizontally and ~8m vertically to the edges of the screen from the player character (in my case at least).
Gems in Torchlight II are split into two categories, there are normal gems (for example Venom Ember, Spark Ember, Ice Ember, etc) and rare gems (for example Blood Ember).
The difference is that normal gems always have the same attributes for each level of gem, while rare gems have randomly assigned attributes from a selection.
Here is a list of all gems in Torchlight II and their possible attributes, as you can see Blood Ember Speck is capable of having either of the following attributes:
Armor/Trinket: 7.2 Health Recovery per second
Weapon: 12 Health Stolen on Hit

Weapon: Conveys 35 Physical Damage over 5 seconds

You need to find a transmuter in a dungeon first. You will find him while playing Act II and he will be standing around in the towncenter after that.
You can combine 3 gems to get a random new one. There is no upleveling of the gems anymore like in TL1, as far as I can see. I am far into Act II, close to Act III.
You can also combine any Item with 2 random gems of same level or higher to create a new socket in that item, additional to enchanting.
