I started playing Left 4 Dead 2 a while ago, and just noticed that on some levels the witches stand and walk around. While playing, I heard a person crown a witch while she was standing,

The safest place, by definition is the safe room.
Other safe places are rooms with doors closed, of course until infected destroy them. And in general all places that can have only few entrances (one or two) so that they can be easily guarded by your team mates. Trucks, garages, rooms and so on.
If you are instead searching places where infected cannot reach you, they probably go under definition of maps bugs/exploits. Because for sure map designer/developers do not want to add places where you can safely stay without being reached by infected.
Each of the AI bots (in L4D and L4D2) do have preferred weapon types that they will always try to use, depending on what types and level of weapon is available.

Commonly everyone started to shoot at the witch when she's on the ground. and It's OK, because she's a dangerous foe. That's the normal playing.
But for extreme players crowning a witch is to run towards her, alone, wait till she stands up, put a shotgun in her head, and kill her with 1 shoot.
Be careful not every single weapon will work, use a combat shotgun. You will learn better here
