A while ago, I learned a console command which hides the portion of your HUD which displays what you, your team mates, and your opponents type, as well as the text announcements for "flashbang" or "grenade out." This was very nice for a time since my opponents kept trying to BM me, but now I'm now trying to re-enable it. After quite some time, I haven't been able to find the command to do so. If someone could tell me the console command to unhide my game chat, I would greatly appreciate it!

Also note that I can still press y and u to type, and I hear the click when I send messages and when messages appear. However, I simply can't see any of it.

I suppose you used hud_saytext_time 0 to hide your chat. In this case anything higher than 0 will "unhide" it. The number represents the time in seconds the chat will stay visible before it fades away. So a value of 0 displays the chat for 0 seconds, 10 for 10s, etc.

So in your case you can use hud_saytext_time 12 to display the chat again and after 12 seconds the messages fade away again. 12 seconds is the default value, but you can use any other number as well.

The ban systems works as follows:

1st infraction: 30 min.
2nd infraction: 2 hours.
3rd infraction: 24 hours
4th infraction: 7 days

Any one of these infractions get reset after 7 days.

How the banning system works (To the extent of my knowledge):

1. Dealing 80/90+ damage to a teammate at start of game will be instant ban.
2. Doing 400+ of damage to teammate(s) over the period of the whole game can get you banned. (You usually get a warning telling you that you have done a lot of damage and the next time you attack a friendly you will be kicked)
3. Killing 3 teammates

How you got kicked and he didn't: He didn't get kicked purely because it wasn't at the start of the game and in spawn. When it's like that the game knows that there are enemies around and sometimes that you are likely to either accidentally attack your team mate or maybe even kill him. For this they make exceptions. However if you were to do it as a continuous burst of fire (so all his bullets hit you without any pause) then he would have gotten kicked/banned.

In cases like that all can really do is report him through the use of the scoreboard as someone has mentioned in the comments section.

How to enable round backups

I think you're looking for the mp_backup_restore_load_file command, to which you provide a file containing a round's backup data. The filename is on the convars mp_backup_round_file which provides a prefix and enables round backups as soon as it is set, and mp_backup_round_file_pattern which defines the full filename pattern for each round backup file as you have noted.

Simply use mp_backup_restore_load_file, which accepts a parameter which is the filename of the round you want to restore the game state to.

Note that as a simple way to restore the previous round, you can rely on mp_backup_round_file_last which contains the filename of the last backed up round. If you want to restore another round, you'll have to use the right backup file instead. These can be listed with mp_backup_restore_list_files.
