garrys-mod
So each time I launch Gmod, my colours are like this, the image in front of me is split into red and blue. How do I fix this problem?

Apparently this is a common bug, especially among Windows 8.1 users. It seems the integrated option to render games in anaglyph that comes with NVIDIA's Geforce Experience, is somehow triggered by Garry's Mod.
You can try turning off the option in Geforce Experience:
Rightclick NVIDIA icon, click "NVIDIA control panel", select "Stereoscopic 3D", uncheck "Enable stereoscopic 3D".
Alternatively, toggle the 3D effect with the standard NVIDIA 3D shortcut: Ctrl+T
Or, more drastically, downgrading your current nVidia drivers.
Are you running the server on a local machine at your place? In that case, try using internal LAN address to connect to it. If that still fails, the issue is with your computer's firewall, possibly. Try disabling it momentarily and connect to the server again. If that also fails, then the problem is most likely with SteamCMD. Check that you haven't accidentally changed the ports it's supposed to use.
If your server is on a computer with Gmod installed, try connecting to 127.0.0.1. This is the notorious loopback address, and makes the computer connect to itself. If that fails, then the problem is with SteamCMD. Like mentioned above, check that you haven't accidentally changed the ports it's supposed to use.
If all else fails, try using the HLDSUpdateTool instead. Although aging, and about to be phased out, it is still a viable alternative.
If your server status give a 192.168.X.X ip then you are hosting a lan server.
Try to open console and use sv_lan 0 command (if you want to host over the internet) else sv_lan 1 for lan server.
If you host an internet server you can look for your external ip here. Thats the one your friends have to connect to.
Your port forwarding looks correct. You configured that the ports 27000-27015 are forwarded to the computer with the 192.168.x.x ip adress in your local network. However this 192.168.x.x has to be your local ip.
To see your local ip adress press the windows button or click on the start button (in your windows taskbar) and type cmd and press enter so a commandline will open. There you have to type ipconfig /all which gives you several network information. The important part is red marked (it's a german cmd here) the marked ip is the one you've to forward to.
Attention!
If you have a dynamic ip it is possible that your local ip change after you restart your computer which means that you would have to change the port forward to your current ip so better use a static local ip if your work with port forwarding.
