One of the greatest drawbacks of the game right now are mission timers, which almost always force me to play full aggressive, and makes back line soldiers like sharpshooters all but useless.
Is there any way I can mod out the ini files to remove mission timers? I really enjoyed the slower paced gameplay in XCOM: EU, and would like to replicate that as much as possible for XCOM.
The presence of Buffs / Debuffs can be seen in the lower-right of each units' selection icon. For enemies, this is the icon you get when you have sight on them. For your own units, this is in the lower left, by their name.
Hovering over this icon will show what buffs/debuffs are currently active.
In order to gain Intel you can scan at your HQ, but you must ensure that you have the 'Gain Intel' perk selected at your base.
When you arrive at your base, on the left hand side of the map marker is a fist icon, click this and then spend 25 supplies to change to the 'Gather Intel' perk, and then when scanning you will gain Intel.
The other perks I've seen so far are 'Quick Building' and 'Heal Faster'.

The True Concealment mod makes timers only start counting down once you've been revealed.
