Most of my characters got boosters on my account anniversary, including one character who's too high in level to take advantage. I would like to move the account-bound booster from that character to one of my low-level alts that didn't get one, but I don't see any way to send this to my bank. How do I go about this?

The location you're looking for is the Citadel Stockade Point of Interest and it can be frustrating to find. The following video shows the location:
You can take the Imperator's Waypoint and run down the ramps all the way down to the level where the Guild Registrar is. Alternatively, you could run there from the Hero's Waypoint, which is already on the same level. Look for the doorway with a symbol on it that looks like a locked jail door.
Run through that and down the ramp to the instance door for the Citadel Stockade.
The best way I found was to have 2-3 people constantly running from the barrels to the door, dropping them and the other 2 killing the adds. The adds will prioritise picking up barrels on the ground, then attack players with barrels. So if you have enough on the ground they don't damage anyone and the players not running the barrels can just kill them.
Once we figured it out it was quite easy.

I've put the birthday boosters into my bank by receiving the mail (take-all) and then putting the package into the bank, either through a crafting station or bank access NPC.
