How to unjam the jammer signal? I can't find the jamming device. I use the bat senses and see the jammer's symbol – but it seems to be in another part of the room behind a wall, during the battle with bane.

You need to restore the Comms Tower of the district you want to be able to fast travel to. Doing so will unlock the Batwing Drop Point to that area. You can tell if it is unlocked if the icon is white (as opposed to being red).
To fast travel to the location, hover over the drop point icon and choose fast travel option. I play the PC version so that would be Enter (by default). For the other consoles, that would be A on the Xbox 360 and X on the PlayStation 3.
Make a shortcut to the game executable, and then right-click on the shortcut. Choose properties, then at the end of Target text field, after BatmanOrigins.exe" add benchmark Ensure there's a space before benchmark.

Line up carefully, and shoot at it with the disruptor gun through the very middle. You'll see a gap. I found it tricky myself but persevere.
