Unfortunately, you can't order the guard dog to attack in multi-player.
The dog will follow you around and will attack enemies within a certain radius. Once the enemy is eliminated he will return to you. If you die, the dog will attempt to make it back to you and will defend it self along the way if necessary. The dog is also meant to growl or bark when an enemy is close.
My limited personal experience of this kill-streak is that the dog does not need line of sight to attack a player. If you come into its "attack" radius, then it will try and attack. I say try, because I've noticed on a few occasions that they can get stuck or confused as which is the best route to take for the kill!
The dog will happily jump out windows and off ledges if it thinks it can defend you. This doesn't seem to hurt it. A dog can take significantly more damage than a player can, but can be stunned for short periods of time by explosions, tactical grenades or heavy bullet damage.
If a dog comes across another dog they will attack each other, but won't kill. They will continue to fight until a player kills one of them.
Create a Soldier lets you aesthetically customise a soldier. This gives you the opportunity to create up to 10 soldiers all with individual looks without having to worry about changing them each time you fancy something different. Gender, head, helmet and uniform can all be customised with over 20,000 possible combinations.
Each soldier has their own unlocks and rank. This rank is up to 60 and once that is achieved that soldier is prestige. This means that to fully prestige in Ghosts, you need to level all 10 soldiers to level 60. A soldier remains at level 60 and keeps all currently unlocked items when prestige. New soldiers are unlocked using Squad Points (more on these below).
Each soldier has 5 (I think?) class slots. These can be customised to have different load-outs.
All weapons, attachments, equipment and score-streaks are unlocked via Squad Points. These points are the currency of Ghosts and can be achieved in a number of ways. To name a few:
- Ranking up.
- Completing challenges.
- Completing field orders.
Perks are unlocked at a certain rank, but also can be unlocked via Squad Points if you want them earlier. Squad Points are global and are shared among all soldiers. If you have enough Squad Points you can create pretty much any load-out you want.
The "Pick 10" system is gone, but a variation of it is used for perks. Each perk has a set point value of between 1 and 5. You normally have 8 perk points, which can be increased to 12 by not taking a primary weapon, secondary weapon, lethal equipment and tactical equipment (might be 11, I'm not sure if you can unequip all four slots at the same time). This allows a huge combination of perk setups.
And whilst on the topic of Create a Soldier, a new mode exists called Squads. It has a variety of single and multi-player game modes designed to use your squad as a whole. Progress in Squads counts towards multi-player, so your soldiers can gain ranks there as well.
Hope this helps.

You unlock them by completing challenges. Find one that you like and work out what challenge is associated with it. For instance, the Ghillie suit needs you to make 850 kills using a sniper rifle with a chrome barrel. (Choose the one with in-built steady aim to counterbalance the additional sway caused by the heavier barrel)
Then, check your operations and make sure that you have the appropriate challenge listed there. You may need to change your operations a few times until you have the mix you want. Note that it costs 1 squad point to "re-roll" them and you'll get a random selection each time.
When you have the challenge you need, click on it to highlight. That'll "lock" it so it'll not be randomised. You can only lock one challenge in each of the five sections locked.
When you've unlocked your uniform, go to "Create a soldier" and then choose the "Customise" option. This is F2 by default on the PC. Go to "Special" at the top of the list and select your Ghillie suit.
Here, you can select a uniform. Job done.
