I was on the web just searching and I came across this character, and it reminded me of the endless fun I had with this game. I kept searching for the game with no success.
Does anyone know what it's called?

Decided to turn my comment into an answer.
The first picture you posted was a picture of Vector from Resident Evil: Operation Raccoon City. You can find a description and picture of him here. Additionally, if you search for "Resident Evil Vector" in Google images, you'll see a plethora of images of him.
The second picture is also from this game, although I'm having trouble verifying this with a reference or image. This is the best I could find (which also has Vector).

NetHack is quite a popular roguelike game, created in 1987 but the current version was released in 2003.
The game is a hack n slash kind of game but has a subtle humor and intellectual elements making it more popular with mathematicians, programmers, engineers and the like.

The game is called Sling, it is a Flash based game by the Edis Brothers,
