I found a lot of dialogue choices requiring high Perception and I started the game with just 10 plus 1 for being an elf. With a magical helm and tower rest bonus I can temporarily boost it to 13, but is it possible to raise it permanently?

There's actually a Unique Pistol available right on the very first map of the tutorial section of the game!
To find it, you'll need to have at least 1 point in Mechanics Skill after character creation. That means you'll need to be playing as a Cipher, Chanter, Rogue, or Wizard, OR, you'll need to select the Laborer, Merchant, or Scientist background. Any one of these options will give you at least one point of Mechanics.
Then, after you've been assigned a bodyguard and told to go look for berries, head for the far Southwestern corner of the map; the weird campfire, across the bridge near the stream:
Once there, take a closer look at the tent - you'll need to turn on Scouting Mode (i.e. Stealth), and move around in the area a bit - soon your character will notice something, and a new (hilit in purple when you tab hilight) container will appear:
You'll find The Disappointer! It... lives up to it's name, unfortunately:
The tooltip is correct and the manual is out of date. Perception was changed to no longer affect accuracy after the manual was prepared.

Attributes
Perception now affects Interrupt, Deflection, and Reflex.
Intellect now affects the Will defense and Durations and Areas of Effect for all abilities and talents.
Resolve now affects Concentration, Deflection, and Will.
There are no longer any stats which affect accuracy, but there are some talents and racial passives, such as the wood elf's Distant Advantage passive which adds +5 accuracy against enemies over 4m away.
There are a series of "weapon focus" talents available on level-up (in the offensive tab) that add accuracy with certain types of weapons. There are also some class-specific talents available which enhance accuracy with certain weapons or with specific class skills.

You could do that with cheats - either with console command
AttributeScore player <attribute> <amount>or there are CheatEngine tables that allow you to do that without loosing Steam achievements.Custom enchanting will allow you to increase whichever stat you need with your favourite equipment options.
Drugs can do a temporary increase to get through the conversations you want.
That said I know of no permanent way within the game to increase it, neither by level-up nor quest reward.
