As far as I can tell, there's no way to adjust my keybinds or options like screen resolution and the like without actually being in a game. The options screen that you get from opening the launcher options only allows you to adjust the volume, help tooltips, etc. I can't adjust the advanced settings without being inside of a game.

I don't want to join one and then sit there futzing with options while my team is busy. Is there some sort of hidden settings button in the launcher…somewhere… that I'm missing? Is it possible to open a sort of dummy-game without penalty just to mess with my settings? Or am I stuck trying to adjust these on the fly in AI/PvP games?

Many of the settings can be changed manually if you know what you're doing in the game files, but unfortunately a lot of these are not supported to be changed from anywhere except from within a game. In fact, some of them are not even supported in there, and MUST be changed manually!

You can always start a Custom Game with no penalty for leaving, and without requiring other people to be in game. You may choose to add bots as well to mess around with settings that may depend on seeing enemies and teammates (such as the side indicators for teammates, and the Tab overview screen).

Note that Custom is different than Co-Op vs. AI.

Ok One last bit of information I would like to add "IF" you meet the criteria mentioned above for a free transfer YOU can merge you're NA account to you're EUW( the account you created after euw was released this is again only if you meet the requirements for a free transfer) the process takes a lot of time though and again you have to go to the support.leagueoflegends.com websites to do this you will be asked to verify ownership to both accounts and this is only done for players who are veterinarians to the game you also need to have the majority of you're games from a European IP. The subject for you're support request needs to be "Account Merge Request". The rules for a merger I very very strict on account to how laborious it is(so riot staff says) so make sure you meet every requirement if you do not you will not qualify. Account mergers can not be bought as well so don't even try looking for the option. one last thing not all you're data will be merged what is focused are:

Your summoner level
Your purchased content
    You’ll be compensated for content you unlocked on both accounts
Your IP and RP totals
Your competitive season rewards

Totbar, I saw you commented above with this link. As a LoL player myself, I used this site for a bit, until I learned that you had to do it almost every day or the logs would be outdated.

Also, if you didn't start doing it the moment you started playing LoL, the stats only reflect the logs you have uploaded.

I stopped paying attention to it because it was faulty.

Essentially, I'm sure your records overall are saved on the LoL servers somewhere (they have to be due to the takedowns calculation and stuff), but as of right now, and for whatever reason, this is not available to the players.

Frustrating, I know.
