Is there an after-cast delay in League of Legends? Specifically I think I've noticed it on Wukong. When I am using nimbus strike to harass, I want to use decoy immediately afterwards to try and stealth and run out of range again so I can harass without the opponent poking back at me. However it seems there is about a .5 second delay before I can decoy and in this time the enemy can usually get one hit or one spell off before I can stealth. I wonder if I just had a spike in latency when that happened or if there is a un-noted aftercast delay. Can someone with Wukong test this out for me?

At this point in time you can play on a different server without having to redownload lol you simply need to check the server you want over here [image 1]. However if you want to use your account NA or which ever server you are on that will cost you money but "IF" you started playing on the NA server before the European servers were made available then you have one free transfer that you may redeem by going to the support.leagueoflegends.com website and submitting a support request explaining you are a pre 2010 player and you want to move you're account from NA to EUW or EUNE etc this option again is for players who played league of legends before 1st June 2010 and it is also only redeemable for player who want to move from NA to a European server. Ok One last bit of information I would like to add "IF" you meet the criteria mentioned above for a free transfer YOU can merge you're NA account to you're EUW( the account you created after euw was released this is again only if you meet the requirements for a free transfer) the process takes a lot of time though and again you have to go to the support.leagueoflegends.com websites to do this you will be asked to verify ownership to both accounts and this is only done for players who are veterinarians to the game you also need to have the majority of you're games from a European IP. The subject for you're support request needs to be "Account Merge Request". The rules for a merger I very very strict on account to how laborious it is(so riot staff says) so make sure you meet every requirement if you do not you will not qualify. Account mergers can not be bought as well so don't even try looking for the option. one last thing not all you're data will be merged what is focused are:

Your purchased content
You’ll be compensated for content you unlocked on both accounts

It is very hard to create a solution to this problem 100% of the time, but there are some tips I can give.
For your scenario specifically if you find that you aren't able to farm to well then consider some mana regen seals so you can make better use of your abilities to last hit those minions.
Early laning is all about holding your tower over everything else. If you can't effectivley harass your oponent then don't. Let him come to you and ask for a gank. If the issue is that he is farming to well then he most likely pretty over-extended asking to be ganked. However, holding your tower in good standing and making sure you don't get underleveled are more important than harassing the enemy. You will have all game to outplay him, let him have his early game glory.
Consider who is going to be in what lane when you are chosing your lanes. A lot of champions can sustain better than Ryze against Brand, but in general Brand will always be a pain early game. Cait, Akali and even if you're feeling daring Morde in mid are good counters to Brands mid game.
Also instead of putting your focus in harassing Brand put your focus on avoiding his harassing. Last hit minions as best as you can and keep your movements frequent and sporadic. A lot of Brands moves are skillshots and are very easy to avoid.

I can't speak for Wukong specifically, but there are cases of "after cast delay". Or, if you're familiar with fighting game mechanics, it's essentially "recovery" time from executing the attack. Once the recovery period is up, then you're able to resume your assault - otherwise, you must wait.
There's two different forms of skill "recovery" that are implemented in League of Legends for some skills.
The one you're probably experiencing is simply that there is a short recovery period after the resolution of the skill where you cannot act. For example (and this may just be what you're experiencing), Nimbus Strike has a tiny delay between when you make contact with your staff and when you can start acting again. There's a short delay after Blitzcrank purges his Static Field before he can start moving, and Ezreal's Arcane Shift has a tiny delay after you arrive before you can use another skill or attack. The logic behind this is essentially an extension of the reason you can't use skills or attack in the middle of the action to begin with - you're still in the middle of using the other skill. It rate limits your ability to chain skills instantly together. Contrast something like Tristana's Rocket Jump, where you can use skills even in mid-air.
The other form is that some champions, namely Sona and Udyr, do have a forced cooldown on all of their skills after using any single one. In their case, this is to simply rate-limit their ability to cast their spells sequentially - no song spamming, and no ridiculous stance chains.
