I am stuck on Lieutenant Victus. It says that I'm right next to it but I have to jump over a wall that it will not let me jump! I'm so frustrated, can anyone help?

No, you can only import ME2 characters once they have completed the game. It should be fairly easy to blast through ME2 though, since most of the content is optional, if you don't mind taking some losses on the suicide mission. Be warned, though, if you don't manage to preserve at least 2 companions Shepard will die, precluding importing.
Your level and perks will carry over into ME3, though the highest level in ME2 is only halfway towards the highest level in ME3 (30 and 60, respectively). You may wish to reset your perks at the Normandy, to be able to customize your character properly from the start. Some ship upgrades also carry over.
A human doctor will be looking for the medi-gel formula you have in your possession following the completion of your mission on Palaven. You can find her in lobby of the Huerta Memorial Hospital on the Citadel, to your left when you walk in the door:
Outside of having completed the Palaven mission, there's nothing in particular that you need to do to trigger this mission beyond talking to her once in possession of the forumla. As Raven Dreamer notes in the comments, the doctor does have a side-conversation that would clue you into her need for the formula to begin with which you'll overheard as you approach her.

I had a similar incident on Clear the Camp where I knocked a Brute outside the base. I was able to snipe him for a while but eventually he wouldn't come out and play, I had to restart the level.
There are a few of these locations where back tracking just a little would make life so much easier.
