What is the effect of killing the enderdragon in smp?
I've been told that endermen disappear if you kill the enderdragon in ssp, does that also apply to smp?
If somebody does kill the enderdragon, then is there any way to get a new one?

For a mod to work in multiplayer, the author needs to create a SMP version. The most common way is through bukkit.
However if a mod adds new items, like the two examples you have given, playing SMP with it will require both a server mod and client mod to work together. This usually means the same developer or team needs to make both. If they don't provide both yet add new items, the mod is likely single player only.
For combining several of these mods, they all need to use compatible methods of adding themselves. If one is a bukkit mod while the other is its own mod that conflicts with bukkit you're usually out of luck.
MobLocator
Due to there not being any plugin that currently does this, I have developed one.

/moblocshows the number of each type of mobs that are present in the world./mobloc [mobType]shows the location of the 10 closest mobs of type mobType. (Using euclidean distance). Note, you can use a mobType of all.

You get the credits, 20,000 XP, and a fountain through which you can return to the normal world.
The Endermen do stay there.
Depending on the server mods installed, you can get a new Enderdragon using the
/spawncommand.
