This content can range from skin packs, to texturepacks, to DLC, to adventure maps, to add-ons(Minecraft Bedrock's primitive version of mods).
However, this Market Place doesn't directly use money to purchase content, but instead they have their own currency (Minecoins) that you have to pay money to get, which in turn can purchase content, so there's an extra step.
Though if I can recall, I think they just recently added the direct payment option to the Market Place if you didn't want to go the Minecoin route however I'll have to check on that again before I could confirm that.
There is a program called UFO Transfer that can be used to access your MC folder on Xbox one and other devices. To transfer them using a NTFS formatted USB stick, they can be copied to the win10 folder and played, or edited with the universal MC Editor from OprizeLP! I've looked, and the only method anyone talks about is using Realms.
Finally, a real way to transfer free. I ran across this program seeing tutorials on adding Mods (Behavior/texture Packs) to Xbox one.

I just figured it out! It does indeed use Structure Blocks. You must use the /give command to get one, switch to creative mode, place it, activate it, and then you can set coordinates. The structure block only works as an export mechanism, but there's a nice UI with a preview to see exactly what you'll get, and then it exports a GLB file that can be viewed.
