I have purchased and downloaded Minecraft on my old account, and I had to make a new account (on the same Xbox 360 console).
However, now it want let me play the full version of Minecraft, only the trial – it's trying to charge me $19.99 even though I have purchased it on the other account.
Is there any way I can get my copy of Minecraft to the new account and play the full game instead of having to buy it again?

Content on the Xbox Live marketplace is tied to both the console and profile. If you get a new console, the licensing is still tied to the old console and therefore certain restrictions are in place.
What you need to do is transfer the license, per Microsoft's FAQ:
If you’ve recently repaired your console, or if you’ve purchased a new console, use the license transfer option on your console to transfer content licenses. Here’s how:
On your console, sign in to Xbox Live using the gamertag that you used to purchase the content.
- Need to find your Microsoft account and/or password? See Find your Microsoft account email address or password.
Go to settings and select Account.
- Under Your Billing Options, select License Transfer.
- Follow the instructions to transfer the content licenses.
- After transferring the licenses, you need to download the content again to update the local licenses. For information about how to do this, see How to redownload previously downloaded or purchased content to your Xbox 360.
After you follow these steps, other profiles can use content on your console and when you’re not connected to Xbox Live.

You cannot access the content if your old account isn't currently signed in. You can only access the content if the account that purchased the content is signed in.
I did something similar with some DLC my friend had purchased on the same xbox. I signed in on their account, then signed in my account (at the same time), and I had access to the DLC.
Therefore, since the original account is not signed in, the xbox is reading that you (current profile) do not own this content.
