I know there are some similar questions to this already, but none of them are quite what I'm looking for. How do I change the textures of blocks without other downloads, using a command? Is this possible? For example, how would I change the texture of a Sea Lantern to have the texture of a Barrier? I am playing on 1.9.2, if it matters.

According to the wiki, the texture is offset underground then extended up as the melon (or pumpkin) stem grows. It's just a matter of making sure the stem texture is tall enough.
The activation order does matter and is what's causing the problem. However, activation order via redstone dust does not follow a pattern nor is the order it activates guaranteed to be constant. You would be better off adding delay between the two commands or using a more reliable activation method such as a /fill clock.

In 1.9, you can simply use chained command blocks to directly specify the order commands are activated, so as to not rely on unreliable and directional methods.

As far as I know this isn't possible and you need to download a texture pack to do that.
