In Minecraft Pocket Edition, you can download .mcpacks to automatically open them and import them into Minecraft. I was wondering if there was a way to download ZIP files, then load them into Minecraft as a .mcpack or .mcworld.

There is one way... You just need access to the iPads file system. This can be done by jailbreaking and installing iFile, or you can install phone explorer for your computer. Then you go into /var/applications/minecraftPE/documents/Minecraft Worlds.
On your device, go into minecraft and make a new survival world. Call it something different to all your other worlds.
Refresh Phone explorer then go into the folder that has the name of the minecraft world you just created. Delete the "chunks.dat" and go back to your minecraft worlds.
Then go into the creative world folder which you want to change to survival, and copy the "chunks.dat". Go back into the survival world and paste the file.
On your device, close minecraft propperly, then open again. Go into the survival world you made and your creative world will be there. (somewhere)
Sorry it's all a bit complex but it's the only way I know.

They have recently changed the inventory screen on Minecraft PE, the new screen looks like this, and runs using various tabs shown on the left.
You just need to click the bookshelf and it will open the crafting menu.

Yes you can change .zip files to .mcpack or .mcworld, because zip files and mcpack/mcworld files are both zipped files. All you have to do is change the file ending on your PC.
Here is an answer that I found by someone else about the same question here:
"The .mcpack is just a new extension name for a ZIP file. Make sure to have "View > File Name Extensions" turned on in Windows Explorer when changing the file extensions. Also to make working .mcpack files, you'll need to create the manifest.json correctly. There are a few other points."
So just change the file ending while the file is on your PC, then when your iOS device gets it, open it like you would normally. You can also get file managers from the Apple App Store to edit it.
