So im making heaven in minecraft by changing nether textures.
And it would be stupid that fire generates in nether (now heaven)….

You will need to create an upright portal, consisting of an obsidian frame, leaving an 2x3 area free on the inside and use flint & steel to set the inside on fire.
After you have set the inside on fire, the inside will change in a purple swirly portal.
just for reference, Obsidian can be made from flooding water on top of lava and mining it with a diamond pickaxe. (or if you're truly hardcode, make the obsidian in place using lava and water buckets)

(note that the complete bottom of the portal is also obsidian.)

Here is what I did. Bukkit generates a world and a world_nether folder.
I moved the vanilla/world/regions to bukkit/world/regions and then moved vanilla/world/DIM-1 to bukkit/world_nether/DIM-1

You could remove fire inertly by placing a command block at spawn that is REPEATING, UNCONDITIONAL, and ALWAYS ACTIVE witch has the command
/execute @e ~ ~ ~ fill ~10 ~10 ~10 ~-10 ~-10 ~-10 minecraft:air 0 replace minecraft:fire
